Start with the business decision, inspect the controlling opportunity, then open the exact official rule. Each pass below ends with a boundary because knowing what a source cannot prove is part of knowing how to use it.

    Understand the registration, qualification, and small-business questions that must be verified before a serious pursuit.

    Learn how public notices, acquisition planning, market research, forecasts, and award history serve different decisions.

    Boundary. Agency identity alone cannot establish a supplement, component rule, deviation, procedure, or clause as controlling.

    Read planned demand as an early signal

    Use official agency forecasts to understand possible future demand, then move to the current notice when one exists.

    Boundary. A forecast does not create an opportunity, reserve funds, or promise that an agency will issue or award work.

    Use official training without confusing it with authority

    Find first-party contractor learning options and verify access, cost, audience, and currency at the destination.

    Boundary. Training cannot override the solicitation, incorporated terms, current regulations, or qualified professional review.
